TF Visualization plugin config

Add tf visualization plugin GUI config:

• [x] Move tf visualization plugin from pluginlib to ignition gui plugins
• [x] Show/Hide frame name
• [x] Show/Hide frame arrow
• [x] Show/Hide frame axes
• [x] Show/Hide frame axes arrow head
• [x] Change visual frame marker scale
• [x] Show/Hide individual frames populated in the frames tree view (A visual frame includes axes, name, and arrow to parent frame)
• [ ] Frame pose (position & orientation)
• [ ] Frame timeout
