Remove SupressWarning.hh from this repo

Desired behavior

The gz/utilities/SuppressWarning.hh header file here in gz-cmake seems redundant with the gz/utils/SuppressWarning.hh from gz-utils. I think we should deprecate or remove the one hosted by gz-cmake.
