feat: Publish Helm Chart

This PR will provide a helm chart template and publish the chart using conventional gh-pages/index.yaml with artifacts in the GH release as well as the "new" oci registry

Rebased PR to resolve conflicts, the semantic-release component of the CI is responsible for calculation of the version number used to set tags in both repo and docker image. This was dropped from master but is needed (or some alternative solution) to calculate a meaningful version

I would be very much interested in this chart, esp. given that the recent 2.1.0 release moves us off of legacy Java and paves the way towards deploying s3proxy without it feeling like introducing too much technical dept.

@ryanfaircloth can you resolve the conflicts? I am happy to merge this but can someone explain what it does? I have little background in k8s or Docker. I'm also happy to take any PRs that improve the container use case.

I'm working on newer version of the chart for 2.1 with other best practices improvements going to close this one
