Butler fails in paperMC

this is just an issue report for book keeping purposes.

It was discovered by dolphin that servers which send whispers as type CHAT rather than type SYSTEM would bypass butler commands.

We should also be able to send whispers too bot running butler without necessarily running commands (in the event the remote is a human).

We should also be able to ignore unauthorized attempts rather than respond, but this should be optional
