Batch Decomission & Bulk Device Deletion

This feature would include the ability to decommission all devices in a batch.

• [ ] Detect and display any conflicts (assigned users, open jobs, etc).
• [x] Hide decommissioned batches by default.
• [ ] Export Batches for archival purposes (including all devices, jobs, etc).
• [ ] Delete Batches (and associated devices) if the batch is already decommissioned.
