Windows: only one instance should be allowed per user

To Reproduce Steps to reproduce the behavior:

  1. Clock on backrest-windows-tray.exe
  2. Click again on backrest-windows-tray
  3. Notice the two different instances

Expected behavior Only one instance should be allowed at a time

I think this should be slightly adjusted to "only one instance should be allowed at a time PER USER" as where there are multiple users on a system (shared family computer, terminal server, etc.) and/or perhaps a system-level install it should still be possible for each user to operate their own instance independent of the others.
