Not able to run on win 10

Hi, I am trying to run PostgreSQLPortable.exe - nothing happens. For cmd file it says

\postgresql-portable-9.6\PostgreSQLPortable\App\PgSQL\bin\psql.exe"' is not recognized as an internal or external command, operable program or batch file. \postgresql-portable-9.6\PostgreSQLPortable\App\PgSQL\bin\pg_ctl"' is not recognized as an internal or external command, operable program or batch file.

That's just a path issue ... I'm going to see if I can't make this all work with new stuff without admin on my JAMBOREE script
