smart-quotes doesn't work with electric-pair mode

Enabling the smart-quotes minor mode doesn't allow the electric-pair mode to insert the quotation mark pair.

When I press Shift+" in electric pair mode, "" gets inserted. However, with smart-quotes and electric-pair mode enabled together, only a single smart quote gets inserted.
