Don't submit p4 form on C-x C-s

The change to the keymap made in 65072e1e5934a51eb27e0c6ef0f8da9eab3d4834 has left me puzzled many times.

I've used p4.el for many years (since 2004/5 I think) and have the last year thought I've mistakenly been pressing C-c C-c, when I have in fact done C-x C-s! I believe C-x C-s should only save the state/draft of the form, not submit it, IMHO. I understand your rationale, of course.
