Unify the user and operator grafanas

What would you like to be added: With https://github.com/gardener/gardener/pull/6749 the ingress with the gu prefix that was used for the grafana operators will be dropped. Instead the ingress with the gu prefix will be used both for the operators and the users. The dashboard needs to be adapted accordingly
