[FEATURE]: A helper command for printing port forward statuses

Background / Motivation

Sometimes my DB client doesn't connect to the DB over localhost. Presumably this is because the port forward isn't working for some reason.

It's not obvious from the Garden logs though. It would be nice to be able to list active port forwards and stop/start them as needed in case something's not right.

How important is this feature for you/your team?

Note that this could also be used by Cloud/Desktop to display port forward statuses in real time.

This would be a great fit for a command summary displayed at the end of the log output (like we've been talking about recently).
