Should the drop-down menu collapse on click?

Hello everyone, can someone tell me. There is a task to make the main drop-down menu, the sub-items of which drop out when hovering. Remove dropout on mobile devices. I tried it first, but does this option work at all? Removed the checkbox in the Expand on Hover settings. And when you hover, the menu items do not open, and when you click, they drop out. But as soon as the menu drops out, it doesn't react if you click anywhere with the mouse. In theory, it should collapse, but it does not collapse for some reason.

I would like to clarify, the task is that on devices, tablet and smaller resolution, the menu was not on hover, but on click. Because it is inconvenient to do this on such devices, any movement of the finger can lead to the opening of the menu when it is not necessary. There is a possibility to completely disable the hover disclosure, as can be seen in the screenshot, but when clicked, the drop-down menu itself freezes, and this is a problem.
