Document how to predict observability

@kialio has put a BSD license on his VHEObserverTools and gave his OK for us to use it for gammapy.spectrum.

Specifically he has nice code for sensitivity calculations and EBL absorption.

This is a very old issue, from 2014. At first I wanted to close it, but then I noticed that https://github.com/kialio/VHEObserverTools was about simple tools and examples how to do observability predictions, and we absolutely need to add some docs how to use Gammapy for CTA, i.e. how to make predictions how many hours are needed to see something.

So I've changed the title to "Document how to predict observability" and put this under the "DOCUMENTATION" project and v1.0. Also removed me as assignee since I don't plan to work on that part of the docs.

Anyone interested to improve the Gammapy documentation concerning CTA observability calculations?

I suppose we meet the CTAO requirements for observability predictions now, and have suffiencient documentation on this already? Specifically, our simulation notebooks.

The list of common tools for CTAO is not yet defined, unfortunately. This is a point on my ToDo list with Matthias. my feeling is that the observability tool is not part of the SAT. But let me check with CTAO first. And thank you for the reminder...
