Add SmoothlyBrokenPowerLaw as possible spectrum model

Could you please implement the following new spectral model?

*SmoothlyBrokenPowerLaw (def can be taken from eq 1 in http://iopscience.iop.org/article/10.1088/0004-637X/774/2/110/pdf)

This is what I used in the xml:
