Make 0.3 stable release

We should make a v0.3 stable release of Enrico (so that people can mention this for publications):

• [ ] Close all issues under the 0.3 milestone.
• [ ] Review the docs and do some manual testing that things work
• [ ] Create v0.3 tag in the git repo
• [ ] Update the tarball to PyPI: https://pypi.python.org/pypi/enrico/
• [ ] Send announcement to the enrico-users mailing list
• [ ] Ask for Enrico v0.3 to be listed here: http://fermi.gsfc.nasa.gov/ssc/data/analysis/user/

@davidsanchez I think you created a V0.2 tag a while ago, but there's no tarball on PyPI.

Should I put a tarball matching V0.2 on PyPI or should we clean up some more things and make a V0.3 release in a week or two?

I've moved all open issues to the 0.3 milestone and scheduled it for October 12, 2014.
