Skins no loading when Auto-Skin-Update is -1

What behaviour is observed:

The skins no loaded when disabled the auto-skin-update setting.

What behaviour is expected:

The skins loaded when disabled the auto-skin-update setting.

Steps/models to reproduce:

1. Set auto-skin-update to -1.
2. Disable skins on joined server. (login server.)
3. Reset database if stored skins.
4. Join to the server.
5. Skins no loaded if change server.
