SetSkin cooldown

It would be great if after using the command /setSkin the plugin would save in the database the time in which the user would be able to use it again. Sample situation: Cooldown is set to 30 days. Users is using setskin command and plugin updates usage time in database. For some reason user want to change skin again but he cant cause of CD, and then he can for example won ticket to reset CD for setskin on event. sth like this

I for example , i use mysql so i could let vip users to reset this time on my server web page
