Added Autorefresh html meta tag

I observed that the dashbord was not having auto-refresh, So It was not showing changed in the status automatically. So simplest solution I could think of is to have html meta tag to autorefresh the page in 30 second. Tested and Works on Firefox, Chrome, Internet Explorer (11)

Dear ameygat, Is that refreshing improvement working only dashboard? It should be like that because If cesi user is not in dashboard, she or he doesn't want to refresh page out of user control. What do you think about it?

There was not different template for the Dashboard. So I had made changes to this page. If there is different template for Dashboard and other pages then this can be achived easily. Other wise need to put in code which generates output pages to add this in Dashbord page only.
