TOC block - Scroll Top Offset settings resets upon refresh editor

Describe the bug When adding a Scroll Top Offset setting for Table of Contents block, then refreshing the editor, it resets to no value.

To Reproduce Steps to reproduce the behavior:

1. Add a new page
2. Add a Table of Contents block
3. Set Scroll Top Offset to any (Inspector > Style > Scrolling > Scroll Top Offset)
4. Save page
5. Refresh editor
6. Go back to Scroll Top Offset and see that the value set resets

Expected behavior Scroll Top Offset setting should not reset upon refreshing editor
