Table of Content Block - Add feature to be able to add Table of Contents title

Is your feature request related to a problem? Please describe. There has been requests from users that they want to be able to add a title for their Table of Contents.

Describe the solution you'd like Add an "Enable Table of Contents Title" (toggle) that will be added on top of your ToC block without the need to add a another Heading block. Upon enable, this should have Typography-related settings such as:

• Content (w/ dynamic content?)
• Typography settings
• Size (device responsive views)
• Text Color
  • hover state
  • gradient (?)
• Shadow / Outline (?)

Describe alternatives you've considered Add a Heading block on top of the Table of Contents block for now.
