Describe the bug Features that are for premium are not showing the "available on Stackable Premium"

Note:

• This is an intermittent bug since sometimes it happens, sometimes it doesn't.
• This also happens for Design Library. Some designs are not locked in Free Version.

Some screenshots for investigation:

• Stackable Settings

• Free Plugin is Activated but I have a zip plugin for Premium. Also it doesn't say "Go Premium" in the Free plugin

To Reproduce Steps to reproduce the behavior:

1. Activate Free version plugin
2. Add a new page, add a new post, or open the Theme Editor
3. Add a new block
4. In the Settings > Block tab, click the dynamic content button or advanced tab and open the features that are included in Premium (e.g. Transform & Transition, Motion Effects, etc.)
