[Suggestion] Feature block - add new option collapse column tablet & mobile arrangement

Describe the bug Add a Mobile Column Arrangement in Advanced tab > Responsive for Feature block.

Like example in Columns/Container, if you have two columns, you can switch columns on which will appear on top first for mobile view.

Unlike in Feature block, there's no Mobile Column Arrangement so users can't choose on which column to appear on top first for mobile view
