Add: Hover Effects option to v3 blocks

In v2, our blocks have the Effects panel (eg v2 Card): Screen Shot 2021-11-04 at 11 25 28 AM

In v3, to achieve this, we have to adjust the Transform & Transition panel in Advanced tab Let's add this old option "Hover Effect" to Container module in v3 blocks

This should be added on the containers. So only blocks with containers should have this feature
