X86 pedestrian detection smart distancing

migrate https://github.com/neuralet/neuralet/pull/120 to the smart social distancing repo. this will close https://github.com/neuralet/neuralet/issues/116

@mhejrati I added the faster RCNN model and applied @mhsekhavat comments. it is ready for merge now.

Hey @alpha-carinae29 I tested this on x86 and I could not run the pedestrian_faster_rcnn_resnet50 and the pedestrian_ssd_mobilenet_v2 because it does not download the correct saved_model.pb. I saw the models have been uploaded to the neuralet-models repo. Maybe the links have to be updated? Or is there anything else I have to configure fo those models?
