Standardize the use of Interlaced versus Interleaved (fastq) across tools, help, GUI

Cosmetic, but is confusing for users to have both terms define the same data content.

Probably involves both devteam + iuc tools. Those that produce AND input this kind of data.

If touches GTN tutorials can adjust those after tools are updated. Same for FAQs/GHelp posts.
