Update fastplong wrapper

I noticed the version I could get from the iuc-toolshed was not working and I had this version of the wrapper ready to submit but was scooped. I've made a merge of the wrappers and fixed syntax and tests as well. The galaxy gui is now more in similar to the original fastp one (for consistency)
