Stopped interactive tools do not propogate state to output datasets

Describe the bug When you stop a GxIT via the stop button (i.e. not via internal shutdown), the job ends up in the stopped state, but the output datsasets are never updated and remain running.

To Reproduce Steps to reproduce the behavior:

1. Go to usegalaxy.org
2. Run Jupyter
3. Once the IT is running, click stop

Expected behavior Datasets become terminal
