Dataset List 'Copy to Current History' action on a collection element results in galaxy trying to make a copy of an unrelated HDA

Describe the bug Dataset List 'Copy to Current History' action on a collection element results in galaxy making a copy of a hda with the same ID as the hdca selected. For admin users, this means a copy of an old hda belonging to another user turns up in current history. If the user is not admin, the action fails with the error "Error: HistoryDatasetAssociation is not accessible by user"

Galaxy Version and/or server at which you observed the bug Galaxy Australia and Galaxy Europe, release_24.1

To Reproduce Data -> Datasets, choose one that has a blank extension column From menu on LHS of item name, select 'Copy to current history' There will either be an error or a hda will appear in your current history (this might be a deleted hda).

Expected behavior A copy of the selected dataset collection will appear in current history
