Admin UI: Data table reload button missing for empty data tables

Describe the bug

If a data table has entries then there is a reload button

but if its empty then the reload button is missing:

Galaxy Version and/or server at which you observed the bug Galaxy Version: 23.2

To Reproduce Steps to reproduce the behavior:

1. Check an empty and filled data table in the admin UI

Expected behavior

Reload button in any case.
