[23.1] Back navigation broken after creating visualization

Describe the bug Noticed during 24.0 release testing

Galaxy Version and/or server at which you observed the bug Galaxy Version: 23.1 Commit: (run git rev-parse HEAD if you run this Galaxy server)

To Reproduce Steps to reproduce the behavior:

1. Navigate around Galaxy a bit
2. Create a new visualization for one of your datasets
3. Try to use the "back" navigation in the browser
4. Observe the route changes but the page does not change

Expected behavior It should navigate to the previous route
