Collections can't be renamed

Describe the bug

The pencil icon on datasets allows to edit the dataset name. The same for collections is not possible (only build, convert and datatypes are accessible)

In the past there was UI which did not work https://github.com/galaxyproject/galaxy/issues/4242 :) Also xref https://github.com/galaxyproject/galaxy/issues/3800

Galaxy Version and/or server at which you observed the bug Galaxy Version: 23.1

To Reproduce

1. Create collection
2. Try to change its name via pencil

Expected behavior Name can be changed.
