Store DRMAA job template in job working directory

On my system 10 thousands of job template files accumulated (was not aware) in cluster_files_directory. Then the files are cleaned up automatically.

• [ ] get rid of cluster_files_directory in the pbs runner. Then the config variable can be removed.

How to test the changes?
