Update CoC committee members

As discussed today in the CoC committee meeting, and since I'm leaving my current position soon, Michelle Savage (@hujambo-dunia) will replace me as member of the Galaxy CoC committee and also as Ombudsperson in the BioConductor CoC committee.

@hujambo-dunia could you add your details to the table? e.g. languages that you speak in order of preference, WGs that you participate in and other relevant info that you think it's worth mentioning. Thanks a lot for volunteering and all the best :)
