Time lag in orders synchronization

Describe the bug If this bridgx server is stopped for a period of time, local orders will not be synchronized with cloud orders

To Reproduce Steps to reproduce the behavior:

1. stop the bridgx server
2. wait a moment
3. restart the bridgx server
4. observe the difference between local orders and cloud orders
