feat: opengov staking

Preparation of staking pallet for opengov.

Once opengov is introduced, do:

• [x] Add Integration tests
• [x] update benchmarks in conviction-voting pallet to include worst case
• [x] migration of existing votes ( clearing existing staking votes )
