Disable remark for non governance uses

We should disable remark for non pallet or non-governance uses to avoid spamming with cheap transactions.

@jak-pan the origin for remark extrinsic is signed or root so I don't see other solution than either disable remark extrinsic completely by call filter or maybe we can just make it not cheap by setting a heavy custom weight?
