Add ecosystem test for XCM uses cases with PAH

Similarly to #1272 - in order not to break existing functionality, it is necessary to add regression tests to https://github.com/open-web3-stack/polkadot-ecosystem-tests repository for all XCM use cases we are actively using, such as:

• CEX withdrawal flow
• Operating our staking proxy on PAH
• ...

This ensures it doesn't get broken in future by PAH runtime upgrades.
