Add a static version of the swagger docs

To generate a dynamic HTML output of the swagger definition run:

swagger-codegen generate -i swagger.json -l dynamic-html -o out

Then that needs to be converted into something that hugo likes.

Also, note that Goswagger generates Swagger 2.0 specs not 3.0 which is the current at the time of writing this issue. Install swagger-codegen@2 with brew.
