Wrong IC specified in the BoM
Unfortunately U4 in the original BOM file had the wrong part code against it, instead of calling for a single OR gate it called for a second LDO. The old file has now been corrected and replaced so should be good to go.
If you have had some PCBs made then you will need to buy some 74AHC1G32 ICs and use a hot air tool or hot plate to change the U4 for one of these.

I went for a small PCB hotplate which is cheap to buy and I didn't populate the parts I just fed it via my adjustable power supply in current limit. https://www.youtube.com/watch?v=QarizoUnRfk&t=481s

just a comment ... : i opened the BOM file AND the Position File CSV's and the both files are Right ... i think more about a mistake from the JLPCB BOM importer ..
