Doesn´t work with Fully Kiosk Browser

It isn´t shown if I´m using Fully Kiosk Browser to see my Lovelace Dashboard.

I noticed the same thing. After exiting Fully Kiosk and relaunching it. I'm now seeing my custom header.

Note: it's running on a 10" Lenovo tablet. FKB has a bunch of settings, so maybe you have a setting that is causing issues. I'm not sure what that would be other than cache.
