Open comments in a new tab

I would also like to be able to open comment thread in a new tab as well.

I'm debating whether this should be a part of the "Open links in new tab" settings or it should be a separate setting. Downside of a separate setting is bloat, but the upside is that it doesn't shove this behaviour down potentially unwilling users' throats.
