ScrollableAnchor doesn't need children

I think ScrollableAnchor can be modified to be a self-contained component like so:

<ScrollableAnchor id="some_id" />

The children should be optional.

I think that's reasonable. I'll try to get a patch in shortly, unless you're interested in adding it. Thanks for the input!
