Add documentation about how to obtain HPO version info

Adding this as an issue so it doesn't get forgotten, needs a permanent home.

The release version of the HPO can be downloaded from:

  • http://purl.obolibrary.org/obo/hp.obo
  • http://purl.obolibrary.org/obo/hp.owl

For the obo file, use the value of the "data-version" tag

For the owl file, use the value of the versionIRI property

@ga4gh/global-alliance-committers Does GA4GH have a central location for listing where to get official / release versions of onotology data?
