DRS only conformance test suite

We have a WES testbed… as WES engines add DRS we can parameterize that into the testbed. In the short term though we need a quick and dirty DRS testbed… simple to start with

Could focus on API compliance and less comprehensive test bed... what can we do by June 24th? Recycle testing code from Natan and David S.

@jaeddy , I'm bumping this down from critical to high since 1) FASP is a focus as far as testing goes right now and 2) I think this will eventually be work of the GA4GH developers that comes out of the registry Jeremy is working on. So it seems like Cloud should focus on API updates in the mean time.
