Clean up the Makefile

The make file is very ugly, and also, the Vagrant build process is very os specific (Linux is the only supported os, and since it is my primary machine, it will be that way unless someone else want to add support for other oses). Also, I should consider migrate to docker-compose or skaffold and k3s.
