fwupdmgr refresh fails with TLS No such file error
Describe the bug In Windows 11, when I run fwupdmgr refresh, I get a "Failed to download metadata for lvfs: failed to download file: TLS connect error: error:80000002:system library::No such file or directory".
Steps to Reproduce fwupdmgr refresh
Expected behavior Refresh should work without an errors.

I used the msi installer available through the releases page.

- Is this a regression? I don't know if this ever worked on Windows
I have no Windows 11 machines I'm afraid -- and very little Windows debugging experience. I'd need some help to debug what library it's requesting.
