Other notes: This file exists, however I was not able to find it through LVFS's search: https://fwupd.org/downloads/a1a6e10beb96281fa78c62a7d967c8c3a1cf7430-DellTpm2.0_Fw1.3.1.0.cab. It was referenced in https://github.com/fwupd/fwupd/issues/775 and is still accessible as of writing of this comment.

I was able to use the install_dell_bios_exe.py script to update.
