ndep_nflds needs to be set by CAM/WACCM when ndep is provided so CTSM uses the ndep from CAM

@ekluzek I guess CTSM is expecting CAM always to set ndep_flds >0 in drv_flds_in and to pass the nitrogen dep fluxes to the mediator (via Faxa_ndep). Correct? This is for...
