Mage strong encounter selection can remove all encounters

The encounter selection skills for mage can remove all encounters from a zone if it has no combats or no noncombats (most likely a zone has no combats). Either every zone needs a combat and noncombat or these skills need to be changed to check for that and be turned off if empty.
