[Blue Burst] ELLY spawns permanently after playing PW despite never completed 6-5

Describe the bug ELLY spawns permanently in the Lab area despite never had completed 6-5 gov quest if you load Phantasmal World

The correct behavior is that she should be hidden if the player haven't completed 6-5 yet in that difficulty.

To reproduce Fill in steps to reproduce the behavior, such as:

1. Create a Lv1 character
2. Create EP2 online room, go to the lab area and talk to NOL for the first time so she introduces herself
3. Close the NOL quest window and instead head to the Hunters Guild and load Phantasmal World 3
4. While playing PW3 in the seabed die on purpose as soon you arrive and return to town.
5. Go to the Hunters Guild and quit the quest, return to the lobby
6. Create another EP2 Normal Online room, and head to the Lab area
7. ELLY will be in her counter permanently.
